Well, would you count the ACT Government as a council for wheely bins? Because even though most of the bins in Canberra say "ACT Department of Urban Servies", we recently replaced our bin and the new logo on the front is the ACT coat of arms and simply says ACT Government. I have posted a photo as well as the coordinates for the centre of Canberra (ACT).
