Finally!!!! found this one. I did all the clues in one night and then saved the final for a later session (was getting late).
Well that session turned into multiple sessions (every lunch) looking for it.
Then this arvo one the way back from work I managed to spot it! didn't retrieve it though as there was a reasonably high muggle count and I didn't want to drop it under pressure.

I found it! I've stood here many times before including as part of another cache. Its always great to find a cache in area you've been before.

Tons of muggles! I had to wait for ages while too guys stood next to me then a woman came along and sat right on top of the cache!!! 
But they all left eventually and I was able to retrieve it.
