Getting the question wasn't the problem but solving it was a lengthy process.

I've seen this code in puzzles also but had nothing when it came to the answer for the codeword. I'm now the wiser, thanks Cybergran V.
We have seen this code before in some puzzle caches so deciphering it wasn’t too hard. The answer to your question is another level... lots of research done before we stumbled across the answer. We never knew that.
