Originally the Richmond Council Chambers and Office, built in 1939 the building was officially opened on 13 January 1940. Richmond Council amalgamated with Windsor in 1949 and used for alternate council meetings until 1957. The building then began to be used as a library from 1957. It was refurbished in 1980 and now comes under th eumbrella of Hawkesbury Library Service.
