This a rooftop pillar with a beacon.
A trig point (also known as a Trigonometric Station) typically consists of a black disc on top of four metal legs or concrete pillar, resembling a navigation beacon. It is also accompanied by a metal disc, which is located directly below the center point of the tripod or on top of the pillar itself.
Trig points are generally located at the top of hills or points of prominence in the landscape. Many provide unique views and challenges, with some being difficult to get to.
These points were regarded as valuable to surveyors, providing reference points for measuring distance and direction, and assisting in the creation of maps.

While Mr Y'stassies sat in Mecca's putting today's batting order together MrsY'stassie made her way across the mown area behind Maccas then along the slippery vehicle track still covered with frost and finally up the steeper section to the top and the trig. She decided against crossing the fence and took the photo from 5m.
Our photo has been added to our log.
If I had a good camera with a decent telephoto lens, I could have taken a photo of the trig from there, but I haven't so walked up the hill.
While in Goulburn we headed out to find this trig. TFTT

Managed to drive fairly close leaving a 60m walk in the wind up to the trig. Piccies taken and then we headed back to the car and the warmth.

Seems this trig is indeed demonised, as I too had to make the climb twice! Back to the top to retrieve my glasses...
A simple trig in good condition, with mast and vane intact, set upon a concrete square. A solidly set SSM is nearby. A great view to the south-east across the motorway from the trig. Worth the effort, indeed.
