I have investigated The Sanctuary zone on the National Parks website and you are allowed to visit the area but no fishing is allowed. The National Parks website even shows people walking in the sanctuary park near this cache.

The cache location is in a sanctuary park. According to the National Parks website You are allowed to visit the area but not fishing is allowed.
